The PSP's resolution is 480x272. If it was 480x270, then it would be 16:9. But since you have those two extra lines of pixels, it messes it up and makes it 30:17.
Oooh false advertising lawsuit. Nah I'm not a jack***. If anyone is and sees this I'm sure they will sue.
