HELP!! midnight club LA remix

hey guys i bought midnight club LA a couple days ago with my psp and im really enjoying it but im kinda stuck. RIght after the first few races theres a race that is crossed out and i cant race that guy. And ive tried everything, at first i thought it was because of my rep so i kept racing now im ranked LEGEND!! and the race is still locked, i own a couple cars and im really good at the game but i think that mission isnt letting me progress through the career..
